The Australian Sex Party recommends the establishment of animal welfare and cruelty legislation that:
covers wildlife, pets and livestock;
creates a national register of animal cruelty convictions;
prohibits individuals listed on the register from keeping animals; and
places responsibility for the enforcement of the register and animal cruelty convictions with the police force.

All pet shops and other sellers of companion animals keep records identifying all animals held and sold, and the breeder from which the animals were sourced.
Puppy farmed animals are usually sold on to pet shops or directly to the public via online ads.
The practice of puppy farming can be eliminated through the legislated regulation of companion animal breeding and sale.
